Coreys Mill Lane and B197 North Road

On-street pay-by-phone and pay-by-plate parking places

Parking is limited around Lister Hospital, which can lead to congestion in the area. To help manage this, Hertfordshire County Council and Stevenage Borough Council have provided parking spaces on Corey’s Mill Lane and North Road. These spaces have a three-hour maximum stay and require payment, helping to keep spaces available by encouraging turnover. Disabled drivers can park free of charge and without a time limit.

The current payment equipment is ageing and needs to be replaced. Updating the parking system will provide more reliable and convenient ways to pay, including paperless options, so drivers will not need to return to their vehicle with a paper ticket.

The Borough of Stevenage (Collenswood Road, Stevenage) (Restriction of Waiting) (Experimental) Order 2026

Concerns were raised by residents and the council about vehicles parking in a way that obstructs Collenswood Road.

During an emergency access test, the Fire and Rescue Service was unable to reach parts of the road because of parked vehicles. The Senior Fire Officer at the scene said this type of parking could create a ‘danger to life’ in an emergency.

Full details of the parking restrictions are set out in the sealed Experimental Order. These restrictions came into force on 1 October 2026 and may remain in place for up to 18 months.

Town Centre - On-street pay-by-phone and pay-by-plate parking

To relieve and prevent congestion of traffic it was proposed to introduce on-street pay-by-phone and pay-by-plate parking places in various areas around the town centre.

Parking controls in Ditchmore Lane, Gates Way and southern High Street

The council received requests to introduce parking controls on High Street between Trinity Road and Gates Way due to long-stay parking causing congestion, limited parking for residents, businesses and visitors, and reduced access to local amenities, including the GP surgery.

The new restrictions for waiting limits, loading orders and permits have now come into force. You can find further information in the documents below.

Restriction of Waiting - Rutherford Close

Following the redevelopment of Wiltron house in Rutherford Close, Stevenage, the site entrance will be redesigned to facilitate large commercial vehicle access in accordance with the planning permission and in line with a section 278 agreement.

To further assist with the site access, it is required that parking is prohibited opposite to the site entrance.

Public Services Vehicles - Cutty's Lane

Because redevelopment works are planned at Stevenage Swimming Centre, coaches won’t be able to park there during this time.

To help with this, we’re proposing a new parking area on Cuttys Lane that can only be used by coaches and other public service vehicles. This will give them a safe place to stop, so passengers can get on and off, helping to reduce traffic congestion and improve the local area.

Restriction of Waiting - Watson Road and Kilby Road

The proposed restrictions on Watson Road and Kilby Road came into effect 7 April 2026.

Proposal for new double yellow lines – Sish Lane/Broxdell junction

The proposed restrictions are being implemented with modifications after taking into consideration consultation responses received.

In August 2023, double yellow lines were introduced at several junctions in the Old Town area to improve road safety. One of these locations was the junction of Broxdell and Sish Lane.

In December 2024, Stevenage Borough Council received a petition from 15 households raising concerns about vehicles parking opposite this junction. The petition asked the Council to introduce further double yellow lines.

We are now proposing to add new double yellow lines on Sish Lane opposite the junction with Broxdell, as shown on the enclosed plan.

The petition also suggested ways to offset any loss of parking:

Parking on the verge or pavement - this is not possible, as it would endanger pedestrians and cause damage to the paths, grassed areas, and underground services.
Creating a new layby – a layby was previously provided near this junction, and there is no suitable land available for further parking. In addition, changes to the layout of Sish Lane can only be approved by Hertfordshire County Council as the highway authority.

Stevenage Borough Council’s role is limited to introducing and enforcing parking restrictions on this road.

Made Orders 2025

Borough of Stevenage (Permit Parking) Order 2018 (amendment No. 2) Order

After receiving a petition from residents, requesting residential parking permits, a parking survey was completed in August 2025. After which the council proposed new permit parking controls for Green Street, Ivel Road and parts of Woolners Way in Stevenage.

Following a public consultation and discussions with local councillors and the portfolio holder, the decision was made to implement the controls as initially proposed.

The restrictions will start on 5 January 2026. Residents can apply for permits from 27 November 2025; more details will be sent by post.

The Borough of Stevenage (Various roads St. Nicholas Ward, Stevenage) (Restriction of Waiting) Order 2025

The Borough of Stevenage (Iona Close, Lincoln Road, Salisbury Road, and Winchester Close, Stevenage) (Prohibition of Verge and Footway Parking) Order 2025

The council has received multiple reports about unsafe or obstructive parking in various locations across St Nicholas Ward, Stevenage. After reviewing concerns from residents, councillors, bus operators, and others, and conducting site inspections, we found that unrestricted parking is:

Blocking refuse trucks, buses, and emergency vehicles.
Reducing visibility for drivers.

Additionally, in Iona Close, Lincoln Road, Salisbury Road, and Winchester Close, we found parking is:

Obstructing footways, verges, and crossovers.
Damaging footways and verges, affecting the area’s appearance.
Forcing pedestrians to walk on the road, increasing safety risks.

Proposed changes

To address these issues, the council is proposing new parking rules to:

Allow clear access for emergency vehicles and others.
Keep footways clear for pedestrians.
Prevent damage to footways and verges.
Improve safety and preserve the character of the area.

This consultation closed on 2 February 2025.

Permit parking and other restrictions in the Ingleside Drive area

After a 2024 parking survey, the council proposed new parking controls for the Ingleside Drive area in Stevenage. Following public consultation and discussions with local councillors and the portfolio holder, the decision was made to implement the controls with minor changes, as most residents supported them. The restrictions will start on 2 June 2025, and residents can apply for permits from 7 April 2025. More details will be sent by post.

Primett Road and Basils Road, Stevenage

After the public consultation, extra site inspections were done based on the feedback from residents and others. A report was created, discussed with local councillors, the portfolio holder and council officers and it was agreed that the project would move forward as planned.

Before making the decision, the council considered the feedback, recent site inspection data, and recommendations from the Highway Code. The new parking rules are being put in place to prevent unsafe parking and ensure the safety of all road users.

The new parking rules will start on 1 November 2024, and the road markings and signs will be put up a few days before that.
