The Housing Delivery Test is a comparison between how many homes should have been built over the last three years, with how many actually were.

The Housing Delivery Test (HDT) result for Stevenage Borough Council was published by the Ministry of Housing, Communities and Local Government on 14 January 2022.

The council has slightly under-performed against the test. As a result, we are required to prepare a Housing Delivery Action Plan to identify the reasons for under-delivery, explore ways to reduce the risk of further under-delivery and set out measures to improve levels of delivery.

The consequences will continue to apply until subsequent HDT results demonstrate that our delivery exceeds the required number of homes in the following year.
