Stevenage Borough Council submitted a revised Community Infrastructure Levy Charging Schedule to the Secretary of State on 15 August 2025. The Inspector concluded that the CIL Charging Schedule has satisfied the requirements of Section 212 of the 2008 Act and meets the criteria for viability in the 2010 Regulations (as amended); recommending that the Charging Schedule be approved.

With effect from 22 July 2026, the revised Community Infrastructure Charging Schedule will be in force, with levy rates as set out in the Stevenage Community Levy Charging Schedule (SCIL2).

Any applications GRANTED PERMISSION on or after 22 July 2026 will be liable to pay the revised CIL charge in line with the  SCIL2 Charging Schedule adopted 22 July 2026.

N.B. The date of submission for a planning application does not impact CIL liability, only the date when an application was determined.

Following the public hearing, the independent Examiner, Mr L Fleming B.Sc. (Hons) MRTPI issued a report to the council recommending the revised CIL Charging Schedule (SCIL2) prepared by Stevenage Borough Council can be approved.
