Lettable Standard and New Voids Management Policy
The Void Management Policy sets out how Stevenage Borough Council manages residential properties that become vacant within its housing stock.
A property is considered "void" or an "empty home" once a tenancy has ended and no new tenant has moved in. These periods between occupancies are crucial, as they affect rental income, housing availability, and overall service delivery.
The purpose of this policy is to ensure a consistent and efficient approach to handling void properties, with the aim of minimising disruption, maintaining housing quality, and meeting the council’s legal duty to provide homes for those in need. The council is committed to turning around empty homes as quickly and effectively as possible, while ensuring that the property is safe, clean, and up to the agreed Lettable Standard before reallocation.
The Voids Management Policy outlines Stevenage Borough Council’s approach to managing void properties in order to:
-
Minimise rental income loss by reducing the amount of time properties sit empty, while ensuring all essential repairs are completed to the required standard.
-
Set clear expectations for outgoing tenants, so that they understand how to leave the property in a suitable condition at the end of their tenancy, which can speed up the turnaround process.
-
Provide clarity for contractors and incoming tenants about the Council’s Lettable Standard, so all parties are aware of what to expect in terms of property condition.
-
Monitor performance throughout the void management process, using data to improve efficiency and outcomes.
-
Track satisfaction levels of new tenants after they move in, ensuring their home meets expectations and their needs are being met.
-
Deliver value for money by managing repair costs responsibly and ensuring resources are used effectively.
This policy helps Stevenage Borough Council maintain high-quality, affordable housing for current and future residents.
