Community Infrastructure Levy

Stevenage Borough Council adopted its revised Community Infrastructure Levy (SCIL2) Charging Schedule at Full Council on 10 June 2026 and started implementing SCIL2 on 22 July 2026.

With effect from 22 July 2026, the revised Community Infrastructure Charging Schedule will be in force, with levy rates as set out in the Stevenage Community Levy Charging Schedule (SCIL2).

Further to this, the council is revising its Instalments Policy regarding future payment schedules relating to the Community Infrastructure Levy. The council expects to publish a new instalment policy in October 2026 to take effect from 1 January 2027.

Planning permissions granted after 31 December 2026 whereby CIL is liable, will need to apply the new instalment policy.

What is CIL?

CIL is a charge that a Local Authority can apply to developers who are constructing additional floorspace. The CIL money that is collected by an authority can be spent on infrastructure which is necessary to support proposed growth in their area. This could involve schemes involving education, transport, community facilities, parks and leisure or other projects which are needed as a result of development taking place. The governance of spending CIL money will be developed in the coming months.

Transitional arrangements

Transitional arrangements apply, meaning that applications submitted prior to 22 July 2026 will be determined in accordance with the previous Community Infrastructure Charging Schedule 1 April 2020.
