Stevenage Borough Council is working in partnership with a wide range of organisations to deliver regeneration across the town centre. The programme brings together public sector leadership, private sector investment and independent oversight to ensure regeneration delivers long-term benefits for residents, businesses and visitors.

Stevenage Borough Council

Stevenage Borough Council leads the regeneration programme, setting the strategic direction for the wider town centre programme and overseeing delivery. The council is responsible for securing funding and working with partners to ensure regeneration supports economic growth, improved public services and high-quality places, whilst delivering skills and training opportunities for residents.

Stevenage Development Board

The Stevenage Development Board provides independent strategic leadership and oversight. Established in March 2020 and chaired by Adrian Hawkins OBE, the Board brings together representatives from the public, private, education, community and heritage sectors.

The Board was formed to help shape a long-term vision for regeneration and to develop the Stevenage Town Investment Plan and supporting business cases. This work led to Stevenage securing £37.5 million from the Government’s Towns Fund, one of the highest allocations awarded nationally.

The independent Board supports regeneration by setting strategic priorities, providing expert advice and challenge, overseeing progress on Towns Fund projects, and helping to coordinate partners and investment. It plays an advisory and oversight role, working alongside the council and delivery partners to help ensure regeneration activity remains focused, accountable and aligned with local priorities.

Private sector and delivery partners

A number of development and construction partners are working with the council to deliver regeneration projects across the town centre:

  • Mace – leading delivery of the SG1 regeneration scheme, which will introduce new homes, retail and leisure uses, alongside new public spaces.
  • Reef Group – delivering mixed-use regeneration, including the £50 million Queensway North redevelopment and the £65 million European headquarters for Autolus Therapeutics, supporting Stevenage’s growing life sciences cluster.
  • The Guinness Partnership – delivering new homes in the town centre, with the first phase of 143 homes on the former Matalan site now occupied.
  • Morgan Sindall Construction – appointed to deliver the new town centre Sports & Leisure Centre, providing modern leisure facilities to support health, wellbeing and community life.
  • English Cities Fund (ECF) – a joint venture between L&G, Homes England, and Muse – are working in partnership with the council, supported by the Stevenage Development Board, to develop a masterplan and vision to deliver a new residential and office development in the town. The plans will transform a significant area around Stevenage rail station, and in addition to important travel upgrades, will deliver new homes, workspace, education space, retail, hospitality, and public areas.

Additional departments from the council, alongside consultants, contractors and professional teams, are supporting the programme by providing expertise in planning, design, engineering and construction.

What the Partnership Is delivering

Working in collaboration, this partnership is helping to:

  • deliver new homes and employment space
  • support the arts, culture, leisure and evening economy
  • improve access to public and health services
  • strengthen Stevenage’s role as a centre for innovation and life sciences
  • improve sustainability and green infrastructure
  • modernise transport infrastructure by making it easier to walk, cycle and use public transport in and around the town.
