Local Plan Partial Update
The Stevenage Borough Local Plan was adopted on 22 May 2019. The Plan sets out a spatial vision for the town to 2031 and contains detailed land use policies for the borough. It looks to guide development and covers areas like housing, the built and natural environment, infrastructure, businesses, open spaces and more.
The council is partially updating the existing Plan. The main aim of this review is not to replace the existing plan with an entirely new plan, instead focus on areas that we feel need urgent attention.
We held two recent consultations on the Local Plan Review and Partial Update. Firstly, a Regulation 18 Consultation was held from 5 July to 15 August 2024, and a second, Regulation 19 Consultation was held from 21 November 2024 to 14 February 2025.
There is no provision in the legislation which allows the local authority to replace all or part of the submitted plan with a revised plan during the examination. If the local authority wishes to make changes to the plan following the Regulation 19 consultation and before submission, and wish the changes to be considered as part of the submitted plan, they should prepare an addendum to the plan containing the proposed changes.
Therefore, the council is now carrying out a focussed consultation, specifically on these modifications [an addendum] to the Local Plan to secure the soundness of the new Local Plan Partial Update, prior to submission to Government.
The addendum, together with a sustainability appraisal [SA] and Habitats Regulation Assessment [HRA] of the proposed changes if they are significant, will be published for consultation, before the plan is submitted for examination.
We are seeking your views on just these changes.
The consultation will run until 4 August 2025.
