Parking on the pavement which causes a hazard for pedestrians or parking on the road in such a way as to block off vehicular access either along the road to a parking area or to an individual property constitutes an obstruction.

If there are no restrictions to prohibit parking on the road then we will not have any powers to take any action and the problem should be referred to the Police on 101 (non-emergency number).

We can offer advice on parking problems even if we have no enforcement powers.

In the worst cases, where parking obstruction poses a highway safety hazard, for example, parking at busy road junctions, we may consider the introduction of new yellow line restrictions. To do this we would have to make a Traffic Regulation Order which is a lengthy process. To justify the Order we would have to carry out a detailed investigation and formally consult with other statutory bodies like the Police and the County Council, as well as the public.
