Stevenage Borough Council is pleased to announce that it has entered a contract with Bugler Developments to embark on a multi-phase regeneration programme at The Oval. This ambitious project aims to revitalise the area, bringing new facilities and opportunities to the community. The scheme, designed by SBC in partnership with architects firm, Rock Townsend LLP, achieved planning permission in July 2024 and was well supported by the local community at consultation events and through the planning process.

In the intervening period, since planning permission was achieved, the scheme has also attracted funding from Homes England for approximately £20.5M, which is a huge show of confidence from the Agency and Government on the importance and great value of this scheme in Stevenage.

The first phase of the masterplan will see the construction of new Council homes for older people, comprising a total of 91 new independent living apartments. These homes are designed for affordable independent living, providing much-needed housing options for local residents. In addition to the residential units, the development will include a new church and community building. This facility will serve as a hub for community activities and services and has been designed to exceptionally high standards. As has been proven in other areas of Stevenage, the construction of better housing for older persons attracts people to downsize from larger family sized accommodation. This then ensures that there is a boost to local housing supply across all tenures and that this directly benefits Stevenage residents that are accepted on to the Council’s Housing Register.

The first phase regeneration programme also features the creation of play areas for children, ensuring that families have access to safe and enjoyable recreational spaces. A new access road will be constructed to improve connectivity and accessibility within the area, enhancing the overall infrastructure that makes way for additional new housing, public spaces and a modernised and varied retail offer in later phases.

This project will provide high-quality, comfortable, and energy-efficient new homes and valuable community spaces, regenerating and enhancing the local area for residents across the town.

Bugler Developments, is well-known for their expertise in delivering sustainable and community-focused projects, and will lead the construction activity which is set to regenerate The Oval and commence onsite later this year. The programme will transform the area, offering new opportunities and improved living conditions for residents. Frequent updates will be shared by both the council and Bugler Developments to ensure the community is up to date with what’s happening, and the development meets the needs and aspirations of local people.
