The Hackney Carriage fleet licensed by Stevenage Borough Council are capped at 100. Available plates must be open to all persons and allocated by fair process. This process will be open to wheelchair accessible vehicles and those that are not.

Hackney Carriage plates available for re-allocation:

  • HCV0012
  • HCV0014
  • HCV0023

The re-allocation of plates will be by way of a ballot and will proceed as follows:

Date and time of Ballot: Monday 2 June 2025, between 10am and 3pm.

Location: The Reception Area, Stevenage Borough Council, Daneshill House, Danestrete, Stevenage.

Photo ID Required: You must bring photo ID in the form of a DVLA Driving Licence.

The Ballot:

  • The Ballot process will be supervised by the licensing team.
  • Applicants must attend the Council Offices in person between 10am and 3pm on 2 June. Photo ID will be checked.
  • Each person attending will be given one ballot slip which equals one entry.
  • Applicants will be required to complete the ballot slip with their full name, address, indicate whether they hold a Taxi/Private Hire Drivers licence with SBC and if so provide their licence number.
  • Applicants will then be prompted to place their ballot slip into the sealed ballot box.
  • The Ballot will close at 3pm sharp.
  • The Ballot will be drawn at 3.30pm (2 June) in The Council Chamber at Daneshill House. Those who wish to attend the draw may do so.
  • Six Ballot slips will be drawn, one for each of the three available plates plus three spares.
  • The licensing team will send out the results of the draw to all by email.

Following the Ballot:

  • The three successful applicants will have until 4pm on Monday 23 June (3 weeks) to submit a complete vehicle application including supporting documents, whilst ensuring that the vehicle to be licensed meets the council’s conditions of licence. Providing this is the case when the vehicle is inspected, the licence will be granted to that individual.
  • Should a complete application and appropriate vehicle not be presented before the deadline, the opportunity will be given to the spare.
  • Should it be the case that the person applying for one of the available plates wishes to be only a proprietor and are not a Stevenage licensed driver, they will be required to provide details of the licensed driver who will be driving the vehicle, including an insurance certificate displaying the name of that individual. The proprietor if not a Stevenage licensed driver will also be required to provide a basic DBS (Disclosure and Barring Service) certificate dated less than 3 months old at the time of application.

Please Note: Licences will only be granted in the name of the person on the ballot slip which is drawn.
