It is with great sadness the council announces that former Councillor Mrs Joan Lloyd passed away on Sunday 15 March 2026.

Joan served the Stevenage community for many years. She was a councillor for a remarkable 48 years from 1976 to 2024, was re-elected multiple times and was deeply proud to serve the community of Bandley Hill.

She was also a former Mayor, Cabinet Member for Resources, Deputy Leader, and Committee Chairperson. She worked on many areas including finance, IT strategy, customer services, and risk management.

Councillor Richard Henry, Leader of Stevenage Borough Council said:

“It was a privilege to know Joan and work with her over many years. She had a wonderful personal touch, sense of humour, determination to do the best for our community and a bright mind. She inspired me to stand for council.

“She held the serious business of looking after the council finances and working with her was always fun. She was a dear friend, an inspiration, a rock upon whom we all depend.

“We shall miss her wisdom and thoughtful contributions to improve the town. This is a sad time for her family, friends, and many council colleagues.”

Joan was officially recognised for 48 years outstanding and dedicated service to the town and received the title and honour of Freeman of the Borough in September 2024. This was awarded to celebrate her extraordinary contribution to provide opportunities to thrive for Stevenage residents for several decades.

Joan passed away peacefully with her husband John and children Emma and David beside her, following a period of ill health.

A book of condolence is open in the main reception foyer of Stevenage Borough Council at Daneshill House for councillors, friends, colleagues, and residents to leave messages of sympathy. The book will close on 31 March 2026.

The family warmly invite all who knew Joan to gather in celebrating her life and honouring her memory and kindly request no flowers, as family flowers will be provided.

Following the service, there will be a wake held at Stevenage Golf and Conference Centre, Aston Lane, Stevenage, Hertfordshire, SG2 7EL.
