Construction and demolition work producing noise that's audible beyond the boundary of the site can only be carried out at specific times.

This includes all work by electricity, gas, and water companies and council departments, excluding emergency works.

It does not include DIY if it's carried out at reasonable times.

Permitted times

The Control of Pollution Act 1974 (CoPA) gives the Council powers to control noise and vibration from construction sites both in terms of when construction can take place and also the methods of working to be used.

The following hours for construction noise should be observed:

  • Monday to Friday (not Bank Holidays) 7:30am to 6pm
  • Saturday 8am to 1pm
  • Sunday and Bank holidays – no audible works

Applying for Prior Consent

Section 61 of COPA allows developers and contractors to apply for Prior Consent for specific construction projects. Consent, if granted by the council, will set out the working hours, maximum site noise levels, and other noise control measures prior to work starting. These applications should set out the proposed works and noise control measures in detail, reflect relevant guidance such as British Standard 5228-1:2009+A1:2014, and be supported by noise predictions by an experienced noise consultant.
