Warm Homes: Local Grant (privately owned and rented homes)
Are you worried about paying your energy bills?
The Warm Homes Local Grant (WHLG) is a new Government grant scheme to fund energy-saving upgrades for homes that are privately owned (owner occupied or privately rented) and have been impacted by the high cost of energy bills. If your home was cold last winter and you struggled to pay your bills, you might be eligible.
This could help you to use less energy, reduce your carbon footprint and spend less on your energy bills.
Measures and low carbon heating
Upgrades will be tailored to individual homes so that the most appropriate measures are installed. The energy performance measure and low carbon heating to be installed include, but are not limited to:
- insulation,
- solar panels,
- air source heat pump if suitable.
Eligibility criteria
WHLG is open to homeowners and private tenants if they live in a property with a low energy efficiency rating (EPC ratings of D, E, F or G) – check your EPC rating on the government's Find An Energy Certificate web page. They will also need to meet any of the following criteria:
- A household income of £36,000 per year or less.
- A person in the household receives means-tested benefits.
- The property is situated in an area with elevated levels of economic need – living in an Index of Multiple Deprivation (IMD) 1 & 2 area.
We are partnering with the National Energy Foundation (NEF) to deliver the scheme to eligible residents. You can check your eligibility by:

For landlords, the WHLG allows one eligible home to be fully funded per landlord under the scheme – with a 50% cost contribution required for any additional homes upgraded. Landlords can contact climatechange@stevenage.gov.uk for further information.
