Parking obstruction
Parking on the pavement which causes a hazard for pedestrians or parking on the road in such a way as to block off vehicular access either along the road to a parking area or to an individual property constitutes an obstruction. If there are no restrictions to prohibit parking on the road then the Council will not have any powers to take any action and the problem should be referred to the Police on 0845 33 00 222.
We can offer advice on parking problems and, in some instances, may be able to arrange for some minor works to be carried out to help reduce the nuisance caused, for example, the placing of an advisory white bracket marking on the road in front of an access to advise motorists not to block the access, but we may request evidence if repeated obstruction is taking place. Please note that we cannot enforce this advisory road marking.
In the worst cases where parking obstruction poses a highway safety hazard, e.g. parking at busy road junctions, we may consider the introduction of new yellow line restrictions. To do this we would have to make a Road Traffic Regulation Order which is a lengthy process. To justify the Order we would have to carry out a detailed investigation and formally consult with other statutory bodies like the Police and the County Council, as well as the public.
