Vehicles must be tested and inspected before a licence can be issued to ensure that they are mechanically fit, safe and comfortable. The proprietor (or company) making the application should have an operating base within the area and hold a private hire driver's licence issued by the authority. The following technical criteria must be met:
- the vehicle must have (if a car) a minimum of four doors giving adequate access and egress from the vehicle. The design of the car can be saloon, hatchback or estate
- the vehicle must be constructed or adapted to carry a minimum of four passengers in comfort
- it is a requirement that seat belts be provided for all persons, irrespective of age, and according to the licensed capacity of the vehicle
Local Government (Miscellaneous Provisions) Act 1976
The Council is responsible for the licensing of vehicles, drivers and private hire operators in accordance with the Local Government (Miscellaneous Provisions) Act 1976.
The Borough Council must carry out its licensing function whilst ensuring that a safe and quality service is provided to all. To aid with this function, the Licensing Department recently undertook a review of its policies and conditions.
