Hackney carriage (Taxi) licence

Licences for hackney carriages will only be granted to carriages that meet the following criteria:

  • should have solid roofs
  • minimum engine capacity of 1600 cc
  • be capable of carrying at least four people in addition to the driver
  • each seat must be at least 41 cm wide per passenger
  • the sign should also be capable of being illuminated and should be mounted on the roof of the vehicle
  • vehicles should be equipped with two external driving mirrors
  • have interior lighting
  • carry a spare wheel

Evidence required

  • a valid certificate of insurance covering the passenger for hire and reward also third party risks must be produced
  • vehicle registration document is necessary to produce to prove the details of the vehicle
  • MOT and garage test certificate to ensure its safety
  • applicants who are above the age of 65 should furnish a medical certificate on each application including renewals
  • applicants should have held a drivers licence for at least 24 months
  • applicants should have good knowledge of the area/district in which they operate and should pass a test with at least 80 per cent

Local Government (Miscellaneous Provisions) Act 1976

The council is responsible for the licensing of vehicles, drivers and private hire operators in accordance with the Local Government (Miscellaneous Provisions) Act 1976.

The Borough Council must carry out its licensing function whilst ensuring that a safe and quality service is provided to all.  To aid with this function, the Licensing Department recently undertook a review of its policies and conditions.  Following its consultation in 2008, this document was formally adopted by the General Purposes Committee on the 11 March 2009.
