Sustainability Appraisal
The Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA) identifies any risks to the social, environmental and economic aspects of the town and surrounding areas
A new requirement implemented by the Planning and Compulsory Purchase Act 2004, is for all Local Development Documents (LDD) to undergo a Sustainability Appraisal (SA).
In addition to this, the EU Strategic Environmental directive also requires authorities to determine whether or not any plans or programmes require a Strategic Environmental Assessment (SEA) to be undertaken. The SNAP has been prepared jointly with NHDC and together the Councils have determined that a SEA is required.
Whilst the SA and the SEA processes are different requirements, the Government has advised that it is possible to satisfy both requirements in a single appraisal process. This is the approach the two Councils have decided to undertaken.
The following document is an initial appraisal of SNAP. Please note that many of the issues and options contained in this report have been appraised in general terms as many of the details are currently unknown and the key issues and options stage. A more detailed assessment will be undertaken at the preferred options stage.
SNAP SA/SEA Scoping Report
The Sustainability Appraisal / Strategic Environmental Assessment Scoping Report is the first stage in the process of assessing the policies and proposals of SNAP against agreed sustainability appraisal objectives. The scoping report sets up the framework for the appraisal, including the sustainability objectives. The scoping report informs the Sustainability Appraisal undertaken on the SNAP Key Issues and Options document.
