EIP Matter 8J Transcript
The Examination in Public (EiP) into the draft East of England Plan (the Regional Spatial Strategy for the East of England Region) was held between 1 November 2005 and 2 March 2006. The examination split the issues, policies and proposals of the Plan up into a number of ‘matters’. Participants were invited to attend formal public sessions of the examination on particular matters, based on their original representations and their subsequent written submissions of evidence.
The Borough Council attended several sessions of the examination as an invitee:
- Matter 1B on population and household growth
- Matter 2B on locations for major development
- Matter 7 on economic development (including retailing) and
- Matter 8J on the Stevenage sub-area.
All sessions of the examination were recorded. Copies on CD of the various sessions can be obtained from Venue Services (01223 240944). Copyright of the recordings is held by the Government Office for the East of England (GO-East).
The Borough Council has obtained a copy of the recordings made on the day of the Stevenage sub-area session (Matter 8J), which was held at the Spirella Building in Letchworth on 2 February 2006. The Council has had a transcript made from the original CD recordings. We have made that transcription publicly available so that there might be the maximum transparency about what was said and by whom. Click here to read the transcript.
Whilst every effort has been made to accurately transcribe the words spoken on the day and ascribe them to the appropriate speaker, the Council accepts no responsibility for any inaccuracy in the transcription. Various conventions have been followed in making the transcription. These include removing repetitious speech patterns (such as ‘uhm’s and ‘ahh’s) to aid flow; and seeking to clarify what speakers may have meant (which are shown in square brackets, like so [ ]) to aid clarity for those that were not present on the day. In the latter instance, this may not be what the speaker intended to say and is a matter of interpretation based on context. Nonetheless, even with the benefit of the CD recording, it has not always been possible to identify what point speakers may have been making.
Please note that the original recordings were made on to six separate CDs during the course of the day. It is clear that during the change over period between CDs several moments of speech were lost. Consequently, there are gaps in the transcription whenever a disc is changed over. If you have any queries over this please contact Venue Services.
