Housing Policies and Strategies

We have a number of policies and strategies which show how we work to improve housing across all sectors within the town.


  • Housing Allocations Scheme
    The council’s housing allocations scheme and under-occupation policy.
  • Homelessness Strategy
    A five year plan to tackle homelessness through partnership working and preventative measures.
  • Right to Buy repayment of discount policy
    Under very exceptional circumstances the Council may consider waiving some or all of the RTB discount repayable. You can download the Council's policy and procedure for use of its discretionary powers .
  • Affordable Housing Strategy
    Providing quality, affordable housing is one of our priorities as a council and community leader. This strategy sets out our vision for affordable housing and demonstrates our commitment for more affordable homes in Stevenage.

    This strategy presents our ambitions for housing in Stevenage. It sets out a direction for the next five years and beyond to achieve our goals.
  • Housing - Tenancy Strategy
    The Localism Act 2011 requires each local authority, in its strategic housing role, to have a tenancy strategy.
  • Housing - Tenancy Policy
    The purpose of this Tenancy Policy is to set the council’s approach to tenancy management following the changes brought about in the Localism Act 2011.
  • Home Energy Conservation Act
    The Home Energy Conservation Act (HECA) has been in place since 1995 and required the Council to submit a yearly progress report to the Government relating to energy efficiency and conservation measures relating to residential accommodation in the Council’s area.
  • Housing Revenue Account Business Plan
    The Housing Revenue Account (HRA) Business Plan is Stevenage Borough Council’s strategic plan for managing and maintaining its housing stock.
