The Forward Plan sets out decisions that the Executive, individual Members of the Executive and sub-groups of the Executive are expected to take over the coming months, together with key decisions taken by officers.
There are six Full Council meetings a year, held once every two months. All 39 Councillors meet together as the Council to agree Council Policy and set the Council Budget each year.
The Executive is responsible for most of the Council’s day-to-day decisions. The Executive meets once a month.
Planning & Development Committee
The Planning and Development Committee consider all major applications. The majority of minor and householder applications are determined by the Head of Planning and Regeneration under powers delegated by the Council.
Audit Committee will meet 4 times a year. Membership is made up of 8 Members (including 1 independent non-elected Member).
Overview & Scrutiny Committee
The Overview and Scrutiny Committee meets following a meeting of the Council’s Executive to consider those Executive decisions prior to them being implemented.
Community Select Committee
The Community Select Committee will determine a Scrutiny work programme to examine the spending, policies and administration of the Council’s services within the scope of the Strategic Director (Community) not including Housing. To act as the Council’s Crime and Disorder Committee.
Environment & Economy Select Committee
The Environment and Economy Select Committee will determine a Scrutiny work programme to examine the spending, policies and administration of the Council’s services within the scope of the Strategic Director (Environment).
The Licensing Committee is responsible for the granting of Licences under the Licensing Act 2003.
General Purposes Committee
The General Purposes Committee is responsible for the granting of all Licences and the hearing of appeals (except Licenses under the 2003 Licensing Act).
The Appointments Committee meets as and when necessary for the appointment of Senior Officers at Chief Executive or Strategic Director level.
Statement of Accounts
The Statement of Accounts Committee meets once a year to approve the Statement of Accounts in accordance with the Accounts and Audit Regulations (England) 2015.
Housing Management Board
The Housing Management Board (HMB) is responsible for making decisions about housing services, budgets and how the council work with customers.
The Standards Committee assists Councillors to observe the Members’ Code of Conduct and monitors Members compliance with it.

The Joint CCTV Committee is a partnership between Stevenage Borough Council, North Herts District Council, East Herts District Council and Hertsmere Borough Council.
